Arrest made in July 22nd murder of New Rochelle man

Robert Higgins, a 56-year-old New Rochelle man, has been identified as the victim who was found fatally stabbed inside of a Mount Vernon business.


Shortly before 11 pm, on Friday, July 22, 2022, Mount Vernon Police were called to New Line Taxi, 72 East Third Street, for a report of a man stabbed. Initially, Mount Vernon Fire Department and Empress Ambulance were dispatched to the location for an unresponsive party. Upon their arrival it was determined that the unresponsive man was the victim of a crime and requested Mount Vernon Police respond. First responders initially believed the man was the victim of a gunshot wound to the chest, it was later determined that the man had actually been stabbed. The victim was rushed to Montefiore Mount Vernon Hospital where he was pronounced dead upon arrival.


After investigation, in the early morning hours of Sunday July 24th, 2022, Mount Vernon Police detectives along with members of the FBI Westchester Safe Streets Task Force arrested Rasheed Binns, a 41-year-old Mount Vernon man, outside his home on N. Bleeker St in connection with the murder. He will be arraigned in Mount Vernon City Court on Monday July 25th, 2022, on the charge of Manslaughter 1st degree. Leah Guy, a 38-year-old Mount Vernon woman and Rasheed Binns' fiancé, has also been arrested in connection with the murder. She will be arraigned in Mount Vernon City Court on Monday July 25th, 2022, on the charge of Hindering Prosecution in the 2nd degree.
